MK-Ministry of State Secretariat Sign MoU on Data Integration

JAKARTA, Public Relations—The Constitutional Court and the Ministry of State Secretariat signed a memorandum of understanding (MoU) on data integration and improvement of constitutional culture electronically on Tuesday afternoon, May 25, 2021 at the Constitutional Court.

Secretary-General of the Constitutional Court M. Guntur Hamzah and the Secretary of the Ministry of State Secretariat Setya Utama signed the MoU before Chief Justice Anwar Usman and Minister of State Secretariat Pratikno.

The scope of the MoU includes data integration and public service information to manage the cases and legislation products that have been uploaded on the website. They will also cooperate on archival information system. The MoU was digitally signed, as shown by its barcode, and can be accessed on the website of the National Cyber and Encryption Agency (BSSN), especially in the Electronic Certification Center (BSrE).

Wider Interests

Chief Justice Anwar Usman highly appreciated the MoU signing. “This proves the synergy between [the two] institutions for wider interests and benefits. This MoU was initiated by the Ministry of State Secretariat who wanted to use the data and information off the Constitutional Court’s website, which can actually be used without any procedure or restriction as they are public,” he said.

However, he added, following the ethics between state institutions, both agreed to make it official in a MoU. Aside from data integration and information on website, the MoU also reflects the institutions’ motivation to build and establish a mini courtroom to improve the quality of the Court’s hearings, especially amid the pandemic.

In addition, the MoU reflects archival integration between the two institutions, which is in line with the government’s program to build an electronic-based government system (SPBE), which in the Court is manifested in an electronic-based justice system.

Meanwhile, the Minister of State Secretariat Pratikno stated that the Constitutional Court and the Ministry of State Secretariat formed a synergy to provide better, faster, easier, and more accurate services to the public and to improve the public’s constitutional awareness through the integration of public service data.

“This is an important step for us that hopefully can be a model in that case data and legislation products must be accessible to the public. Moreover, the data shouldn’t only be accessible, but also analyzed through data analysis [and] regulation technology so that we will have good analyses to improve the quality of our legislation,” he stressed.
